It depends on your vehicle. Some remotes can be programmed at home by following the manufacturer's instructions. Most others require a locksmith or dealership with specialized equipment.
Vehicles that support self programming
Some older vehicles let you program the lock and unlock functions yourself with a simple sequence, like cycling the ignition or pressing buttons in a specific order. If your vehicle supports this, the steps are usually in your owner's manual. Even then, the transponder chip that lets your engine start may still need professional programming.
Vehicles that need professional equipment
Most newer vehicles, especially those with push-button start, proximity keys, or smart keys, need specialized diagnostic equipment to pair with your vehicle's security system. That's not something that can be done with a simple button sequence.
Locksmith or dealership
Either one can usually get the job done. Locksmiths often offer more flexible scheduling and competitive pricing, while dealerships have manufacturer-specific equipment on hand.
